Website Markup Commenting Services

I need to evaluate a website design and I remember seeing an online service that allows you to markup a website with comments ontop of the design but my Google searching abilities are failing me. Thought I seen it on lifehacker.com or other similar site.

I know simple way would be to take a screenshot and doing the commenting in photo editing software. Not looking for that, the site I'm thinking of had lots of snazzy features that would make the comment look a lot better then I could do on my own.

scrapbook is a firefox extension that allows you to save, edit, highlight, and add floating notes to websites.
