Camcorder for Africa

Please recommend a cheap camcorder for recording meetings indoors and sending the results abroad.

I am trying to buy a camcorder for a humanitarian organization in Africa. We need them to be able to record meetings indoors (low light) with cheap media and send them back to North America inexpensively and in an easily viewable format. This is just for internal purposes - not glitzy fundraising. Can we get away with a DVD-based Sony camcorder for about $500? Or is there something I'm missing?

Check out the Panasonic PV-GS Series.

They all work on DV tapes and range from ~300$ to just over 500$.

I've got the PV-GS180 (about $380) and it works great off firewire right into iMovie, decent resolution, power adapter, etc.

The PV-GS80 (cheapest) still has enough guts to work through USB and it comes with its own software for the computer.

I can't recommend a specific MPEG-4 videocam for low light or video quality, but the media (Compact Flash or SD cards) would be great for availability, shipping, reuse, & easy viewing.
