Who designed the opening scenes for the 4400 and Grey's Anatomy?

I started watching Grey's Anatomy recently, and I can't help noticing a striking similarity between the opening title credits in that show and the opening credits in The 4400. Does anyone know if the same design/production studio created both of these introductory scenes?

It seems to me that both introductory scenes have the same style of photography, lighting, and moody atmospheres. Also, the music chosen for each is pretty subdued and similar in style, though this all could just be a coincidence. I've tried to find more information but I'm coming up short. Does anyone have any ideas? Thanks!
