Los Angeles Residents: Can anyone identify what the heck these birds are, hanging from power lines all over Hollywood and the West Side?

I've seen at least a dozen of them all over town. They're hanging off of power lines from what appears to be a string and a combination lock. The one in the image below is from 3rd and Robertson.

Any idea who put them there and what they represent?

My guess is an art project of some kind. (Better than a pair of moldy Chuck Taylors, but not by much.) There's one at the corner of Glendale and Silverlake.

Is it a locked lock? I'm curious as to how they got it on there to begin with.

If you look at the high-res shot, it does appear that the lock is locked, although it's hard to tell.

I am almost positive that there is one on Oak Street at about Divisadero in San Francisco. I have been wondering about it myself.

Dunno what they are, but as to how they got it on there? My guess is:

- Climb the power pole
- Lock bird onto wire
- Fling lock down the wire to get it out into the middle

Oh I LOVE these. I've been seeing them everywhere for the past month or so. I hope they never fall down.
