Who/What is this weird finger puppet?

I recently purchased this weird finger puppet at the Reuben H. Fleet Science Center here in SD. Just as I was about to ask the guy working the cash register what exactly this thing was, he asks me "So...what is it?!"

I'm hoping it's not just some cheap character-less toy, but I understand that it might be.

Best answer: It looks like an Archie McPhee Hindu finger puppet I'm not sure, but my guess is that it's Garuda.
