I've been as delighted as I'd hoped with all the silly little Dash cooking devices I've tried. I generally abhor single-taskers but, verily, cooking eggs by simply adding a designated amount of water and waiting to hear a happy song is very very convenient.

Klutz book kits. Even if you are an adult, these are great fun and the supplies included are decent, instructions are clear. Ours have been played to pieces.

It’s kind of silly, but the “wad-free” laundry tool is so useful, I immediately bought extras to give as gifts after I tried mine. It prevents your fitted sheets from getting all tangled up around other laundry. Not an especially exciting gift, but genuinely makes life easier.

Most of the mini gift boxes from Penzy's Spices are under $23. Those are often involved with sales or current specials Penzys has too.

I like the Uncommon Goods website for little gifts -- here it is filtered for under $23.

Also perhaps something in the MoMA gift store "under $25" section.

This sampler pack of luxury seasoned salt. The Magic Unicorn salt in particular is insanely good.

I always make people food. For my friend's wedding gift, I spent about $25 on baking chocolate and used it to make chocolate bark. That would have been under $23 in the US or had I chosen less fancy or a smaller quantity of chocolate.

You don't need any skill or talent to make it - all you do is melt baking chocolate* in the microwave**, pour it onto a parchment lined baking tray, sprinkle on toppings***, and let it set****.

*It has to be good eaten raw, not the 100% baker's chocolate
** 30 second increments on 50 - 70% power, stir well each time
*** I used Skor bits for the milk chocolate and Maldon salt and white chocolate drizzle for the dark
**** Room temp is fine, fridge is faster, freezer is fastest
