What does this picture mean?

Trying to identify or understand this image.
My wife saw this picture in the back window of a car, which also bore a license plate which said Judge. I'm fairly certain the secondary image is the Ayatollah Khomeini, but we can't figure out what the painting as a whole means. Do any of you know? https://imgur.com/gallery/aI6Um0h

It certainly strikes me as a sort of veneration image of a fallen/deceased one.

The orange turban wrapped in that style (pagh) makes me think the standing person is Sikh.
I don’t think the dark-bearded person in the image is meant to be the Ayatollah Khomeini- the eyebrows don’t look like his distinctive arched shape, and when AK’s beard was long, it was white. In all the photos I found of him with a dark beard, the beard was short. Plus AK usually wore his turban up high on his forehead, almost at his hairline, where this person’s turban is worn close to the brow. In cultures where many people wear turbans, I think accurately drawing a person’s habitual turban style and placement would be something that illustrators would tend to get correct.

Not the Ayatollah Khomeini. I'm guessing, but the turban style makes me think Afghan maybe.

Best answer: Google lens is pretty good these days, it found a video of it on a car labeled "Deep Sidhu and Sant Jarnail" and this high res picture on twitter that credits the original artist Anandpur Arts. I'm not familiar enough with Sikhism to be certain of the exact meaning but Deep Sidhu appears to have died earlier this year in a car accident.
