What is this widget?

This has been floating around my house for…a while. I have no idea what it is.

Here are a couple of pictures 1 2. The four "bits" are plastic and each has a differently shaped tip. The bottom of the gray package has a two-pronged clip that probably snaps onto something else. The cutting mat it's on is ruled 1" for scale.

Do they have pencil leads inside them? The codes match pencil hardnesses and blacknesses, I think.

You put them on the pen to make them feel more like different kinds of pencils.
