Trying to find a quote! Re: racist/conservative approach to governing

It was about how some people (conservatives? white supremacists?) think that the purpose of the government (or law? or police?) is to regulate and protect - protect them, while regulating others. It was relevant and pithy and piercing. I thought I saw it on Metafilter, but my search of my favorites has been fruitless and Google even worse (quarantine brain :( ). Thank you!!

Best answer: Is it “There must be in-groups whom the law protectes but does not bind, alongside out-groups whom the law binds but does not protect.” ?
