Stopover in Hong Kong, Bangkok with disabled man who may be shirtless?

A friend will fly long-distance as the guardian of a middle aged man with severe mental disability (non-verbal) who is used to taking his shirt off. If this happens during a stop over in Hong Kong or Bangkok airport, where any kind of nudity is against the law, will they get in trouble?

Whilst offering wheelchair assistance, airlines couldn't advise on the potential nudity issue. They provided the number of the Bangkok tourist police but we haven't called up yet, and are still unsure about Hong Kong.
My friend mentioned restraint clothing but I'm not sure it's an option.
They are physically smaller and weaker than the person in their care.
Has anyone been in a similar situation or knows local laws?

Best answer: I think this would be very difficult to explain over the phone to the Tourist Police. I think you are better off contacting the Thai embassy in London (going by your profile info).

Would the man be averse to a longer top, like a caftan? Or wearing overalls?
