Different settings on an iPad and iPhone - how do they work?

Kid has iPads (one at each house, same icloud, same apps) with lots of education, game, and video apps. Kid is now getting an iPhone and all I want on it is phone, text, FaceTime, and safari with major parent lock down. But how?

Other parent says this requires 2 different icloud accounts which means 2 different contact lists, 2 different back ups, etc.
It seems like it should be entirely possible to manage this with the same icloud account. We would just not download any of the other apps right? Or at least that seems like how it should work.

Parents are the only ones with the icloud password, so the icloud password is needed to request parental approval to download an app (notice gets sent to dad who then approves (because I'll text him and say I need to download the spelling bee app)). This account is set up as a child account already. IPad is very locked down for content.

https://support.apple.com/en-us/HT201304 implies that you can lock it down using parental settings.

The way my kids phones are set up is that we all have the same iTunes account and everyone has a different iCloud account. The text messages, contacts and bookmarks all go with the iCloud account and the apps go with the iTunes account. I just have my 10 year old’s phone set so that even free apps need a password to download or update and she doesn’t know the password.

This is way easier than it used to be. iOS 12 was released in September and it overhauled a lot of this kind of thing. In addition to preventing downloads you can now limit when and for how long particular apps or features can be used with the Screen Time controls.
