SBIR Joint Venture

We are two small businesses applying for a DOD Phase 1 SBIR and interested in forming a Joint Venture. Does the joint venture need its own DUNS / Grants.gov account or can one of the companies use theirs? Does the joint venture agreement need to be in place before the application for Phase 1 is submitted?

Why not ask the buyer or contracting officer? Or your small business rep? My guess would be yes,, and probably needs a CAGE code. We don't care too much about DUNS numbers but different agencies are different.
