Mac OS X Scrollbar Arrows

Is there a third-party add-on or some sort of hack which will put scrollbar arrows back into Mac OS X El Capitan on an iMac? I have a disabled co-worker whose computer was recently upgraded from Snow Leopard, and she's having difficulty dealing with the new interface. We specifically want to add the horizontal and vertical scrolling arrows back into application and finder windows, if possible.
Notes
1) I am not asking how to make the scrollbars visible. We know how to do that.
2) For this user, the keyboard arrow keys are not a good replacement for the onscreen arrows. Please don't suggest using them instead.
3) I do not want an explanation for Apple's reasons for removing them. We understand their reasoning. Don't care. Not what we're asking.

There seems to be no easy way to do it, but I did hack together an accessibility switch panel that creates up and down buttons that scroll in Chrome.... not in Safari for some reason. It looks like this. It just maps the up and down arrows to those two buttons.
If that looks like it would work for you I can let you know what I did or you can just go mess around in System Preferences -> Accessibility -> Switch Control. From there, Open Panel Editor.
The tricky bit is that enabling the panel disables your Space key (what??) but you can reassign that to something your coworker doesn't use much.

Because third party software will be so restricted from modifying system elements under this new security model your only option may be the hack suggested by Huck500 or a similar hack that maps scrolling to a separate button applet. It's really unfortunate that these security features come at the cost of customization and accessibility. Good luck!
