Who is this street artist?

A bar called Albatross at Ocean Beach in Fire Island has street art preserved from 1982. It's vaguely recognizable, and it sounds like it was preserved because the guy who did it has made a name for himself in the graffiti world. I like it. I am having trouble figuring out who did it. Can you help? Here are some shots I took--couldn't get one of the whole thing.
