How to market remote software development coaching services in Europe?

I have a small training business and I'm looking for ideas on how best to market it. We put together custom courses based on our clients' technology stacks, and offer one-to-one remote coaching to their employees (new hires, cross training, advancement). We are based in Europe and want to market to companies in large western European cities.

First, assume that I have identified a need for this style of training and that I have run a pilot project (ie. business is viable and ready to run).

I'm specifically thinking of Barcelona, Madrid, Berlin, London, but am open to other cities. I have an affinity for Spain and have lived there. Note that I do not live in any of these target cities but some amount of business travel is possible. The coaching being offered is specifically remote and in English.

Ideally I would like to directly find businesses who need my services. I think these are late-phase startups and small/medium size businesses who are interested in training/retraining/cross training of their workforce.

I think that I need either:
- To communicate directly with the businesses who need my services
- To communicate with business development people who can help me connect with appropriate potential clients

I have a website, promotional video, and teaching platform that can be demoed.

I don't believe that spending money on an online advertising campaign (via Google, Facebook, LinkedIn...) is going to produce the results that I would like, but I could be convinced otherwise. I'm much more interested in ideas about how to network and socialize the idea, how to make the relevant connections, how to effectively communicate the idea to the market.
