Help me find a specific comic about leadership

I once took a high school class that explained (what I remember as) Lao Tzu's views on the types of leadership in comic form. It's stuck with me in the 20 years since, but I've never been able to re-find it. Can you help me find the comic I remember? More details inside.
The illustration was a four-panel comic, featuring a stereotypical "wise old man" who explained a different leader type in each panel. They were roughly something like:
- Panel 1 - Rule by fear
- Panel 2 - Manage by reward and punishment
- Panel 3 - Lead by moral principles
- Panel 4 - Lead 'behind the scenes'
I believe this was based on Lao Tzu's philosophy, but my recollection seems to differ a little bit from what I've been able to find on Google searching for illustrations related to his works. It's been driving me crazy that I can't find it - please help me track it down!
