Help me remember a kung fu movie with two one-armed swordsmen

Trying to track down a movie I hazily recall watching as a kid. Watched on USA Network's Kung Fu Theater in the 80s, so it's probably from the 70s, early 80s at latest. Our hero is a young swordsmen who at one point faces a pair of one-armed swordsman on a bridge. I think the final boss also used his hair as a weapon as a big surprise, but that also describes a dozen movies. Ring any bells?

Probably too obvious, but The One Armed Swordsmen? The reviews are hilarious, I enjoyed reading them ;)

Response by poster: I'm going to try to watch that to rule it out, but my memory is that the hero has retained both arms.
