Getting and using full MS Office with zero internet access

How can I buy a physical copy of full Microsoft Office with all the features enabled, that works without ever needing internet access for setup or use? I can purchase a physical copy, but the end user will have no internet access whatsoever.

Microsoft products require activation of the license key, which is normally done online. But you can also activate products by telephone.

You can get an institutional MAK key. You can input these without an internet connection.

regarding the use of Office, there are installed tools and assets (i.e. help documentation, clipart) that can be accessed without an Internet connection.
