Help me cut and compile short clips from various youtube videos

Hi all, I need to compile a file (and DVD) with bits of various youtube clips. Details within.

I am on a windows laptop and don't have access to a mac. I've seen similar questions such as this one but I thought I'd better ask for my specific case as well as all the other replies aren't really geared towards just taking bits of clips and then pasting it all together. I tried to download KeepVid as detailed in the linked mefi question but got an odd popup box wanting access to all my files etc so I was comfortable doing that.

The high level workflow will probably be thus:

1) Get clips from YouTube to your hard drive. (Browser Plug In or Screen capture?)
2) Edit clips and then Compile clips into one single movie (Windows Movie Maker)
3) Burn movie to DVD (any number of free or inexpensive DVD burning software)
4) Done!

Do you have any programming skills? I used Youtube-dl to download the movies I wanted and then used Moviepy to cut the sections I wanted, stitch them back together into on movie. Both have good documentation and are good for exactly what you are trying to do.

No programming skills I'm afraid... I downloaded Freemake Video Downloader but I can't seem to edit bits out of clips that way? Downloading a whole youtube video wasn't why I posted the mefi ask; sorry if that was unclear. The Windows Movie Maker seems useful though, I'll play around with it a bit more. I have to find clips of 15 actors, 2 for each, and each of those about 3 minutes long. I guess that'll make it a 90 mins(ish) video reel which I'll hopefully be able to upload to dropbox for a friend/coworker in the UK to download and burn onto a DVD.

One more question (if this isn't against mefi protocol): all youtube clips are public property, right? Thus it's not illegal to download any of them - not even in a country like Germany where illegal downloading of movies gets persecuted every.single.time?
