WHAT is this anti-war comedy film I am thinking of??

There is a movie I saw in the mid-2000s that I am trying to find again, and I am having trouble with every kind of search I've been using.

From what I remember, it was French, and it was a kind of slapstick rag-tag comedy about a bunch of underdogs, vagabonds, and "nobodies" who realise that they all have special talents and are worthy human beings together. it somehow starts with a guy being shot at or being robbed in a store, I believe, and rather than merely blame the shooter, he seeks out the arms manufacturers who produced the gun in the first place, and w/ his friends, realises how they exploit society. They thin pit two rival arms contractors against each other and even pull a prank on them making them think they are in Afghanistan, reading off names of people who've died with their weapons...

I feel this is very specific and should be easy to find but I can't for the life of me! What am I mis-remembering? Help!!

Directed by Jean-Pierre Jeunet, director of City of Lost Children, Amelie, and Delicatessen.

I'd say it's one of his lesser works, but that still makes it pretty darn good. Trailer.
