Starting a food-related business on the cheap?

Asking for a friend: I want to start an LLC in NYC and sell yummy sweet things. Most of the requirements are pretty straightforward, but the newspaper publication requirement runs over a thousand dollars! Is there any way to get around having to pay such crazy high Certificate of Publication fees? (I am in Queens, if it makes a difference.)
Thanks!!
What melissasaurus said, although Queens publications usually run closer to $500-$600 (a little more if you use a service company).

Sorry, $600-700, rather. But definitely not into the thousands unless you're getting some other services on top of the publication.

Ah, yes, the $1500 I quoted is for NY County.

Also, whether publication is actually necessary is debatable, but you'd want an attorney to review your particular circumstances before going down that road.
