Why won't an app on my iPad get backed up?

I somehow lost an app from my iPhone - it's still on my iPad - how can I recover it from the iPad?

I use an app that is no longer in the iOS app store, but still works fine on iPhone and iPad. However, it's gone missing from my iPhone - not found in the 'Mobile Applications' folder of my iTunes library, and although a blank icon for it exists in iTunes for Windows, clicking on it produces a message that it can't find the file, would I like to go look for it. No success.

The app is still on my iPad, but I can't get at it - it won't transfer when I try to transfer purchases, and I don't know if it's supposed to, but it won't copy to the apps folder when I manually back up.

I've upgraded both devices to iOS 8, and it's still on the iPad but not on the iPhone

How can I recover this app from my iPad? Do both devices share one 'Mobile Applications' folder?

On your iPhone click on update then purchases. There should be a column not on this iphone - is the app on this list?
