Will this pay for college?

Bewildered by an old-looking mahogany wood writing set.

My friend inherited a mahogany wood writing set. We don't know much more than my friend's grandparents brought the set back from India or Africa. My friend is in her early 30s. That generation of the family is from England and apparently "had lots of sailors." Its about 12" x 8" big and the figures on the top of the box are carved elephants. What do all the parts do and where and when could it be from?

I'm guessing one of those pots is for ink and the other is for pounce.
