Somewhere in my back-brain I feel like this is from a "Judge Dredd"-like movie about an oppressively fundamentalist future dystopia, but I could be wrong. Google is no help to me, nor is the IMDB quote database.
I feel like it's from the mid-1990's, but I'm not sure. Either way, it's been bugging me for about 5 years now. Anyone recognize it?

I just did a search for "praise the lord" on imdb quotes and came up empty.

Are you perhaps thinking of Rebel Storm? It's one of my personal favorites, and in my opinion boasts the finest performance of John Rhys-Davies' (and Zach Galligan's and William Katt's) career.
