iOS syncing issues via Outlook/iCloud. Can it be done?

I have an iphone and an ipad which I use daily. Due to work policies, my data is setup via Outlook (not Exchange) and synced via iTunes to both devices. I use iCloud to maintain mirrored info for websites, pictures, etc but NOT contacts. I'm getting tired of having to plug both devices in to sync them to the same data. Is there anyway to use iTunes to sync to my phone and then use iCloud to maintain data integrity across to the ipad? Or will this end up giving me duplicates in my Outlook contacts?

You could use a gmail account to sync your contacts. What happens is ios syncs to gmail, and outlook syncs to gmail using a plugin (I haven't used this particular one).
