Horrible series of random chimes played whenever, Win7x64

So, this terrible set of chimes has been playing randomly over the past month or so. Maybe longer. No set time of day. Sometimes one chimes, sometimes strings that go on and on. I've searched through all my processes, services, the whole spiel. End the madness? Win7x64, Asus desktop.

I've ran it with no programs, looked at Event Viewer, and I can't find for the life for me what this. Any program with any kind of alarm set has had that feature disabled. But I could've missed something. Help plz?

WARNING: on my machine, a really loud raucous song with lots of yelling autoplays after your chimes.

Response by poster: Dang katrielalex, that was fast! I hoped it would be, not some weird arcane software issue. Mr. Moonpie, it seems SoundCloud jumps right to a M.I.A. track "Matangi Mix for Kenzo" right after mine, because they're so obviously related... right?! Thanks y'all!!!

Not just Google Hangout (although they might all be integrated by now, who knows), I have Google Voice and if my computer's logged in to my Google Account and someone calls my GV number, I get that alert.
