Can anyone identify this watch?

Is it a men's watch or a women's watch? Are the hands gold or silver in color? Is that a French flag? Where was this photo taken? Is the band silver, stainless steel, or white gold in material? What do the numbers look like on the watch? Are there complications such as a chronograph?
