Time for a new HEPA vacuum filter?

How do I de-stink the HEPA filter for my brand-new bagless vacuum?

I recently washed the washable (or so the instructions claimed) filter for my bagless and returned it to the cannister assembly. Unfortunately, it must not have been completely dry, because when I started up the vacuum a week later, a strange ammonia-like odor started covering the room. I've since washed out and dried out all the cannister parts, but the filter still reeks like a bucket of ammonia. What do I do? Is it time for a new filter?

It might be.
What's it made of? Is this something you could soak in water with baking soda in it?
