Third-Hand Movie Finding

I'm looking for an animated movie for a friend.

He can't remember the title or the names of any actors. He says it was in theaters near Tucson, AZ, in the 80's. It had a dystopian future setting, and the plot featured a robot facility that is stealing people from the past via time-travel and enslaving them as black-and-red styled Cylons, basically. A man from the past comes in and forms a resistance group with weird-shaped mutants. (Like, a character has a head where his crotch should be.)

It's not "Wizards."

You sure it was animated from the 80s? Because that sounds a lot like A.P.E.X.

He says it was definitely animated.

"Reminiscent of 'Heavy Metal.'"
