Can you identify this action figure? (the one in the middle)

Clues: I think he is a villain. I've had him since I was pretty young, and I was born in 1986. I was really into Swamp Thing, but I haven't found him on any Swamp Thing enemies lists.

WOAH totally had that guy. Thought he was a swamp thing baddie too. That is awesome!
Ok sorry for the irrelivant "me too" post, I was just really surprised to see that guy again.

Toy was released in 1990. I had him too (born 1983) inherited from an older brother.
