How to navigate tricky family financial waters?

Family-finances-filter: need financial advisor and online resources to address mortgage refi / retirement questions on behalf of my parents.

Please help me intervene on a family financial situation that may go from bad to worse rather quickly. Need recommendations for San Francisco Bay Area financial advisors who can provide sound advice on my parents' financial situation. Parents are retired, meager fixed income, but have substantial mortgage payment for a house that is underwater due to the housing bubble. I've never dealt with financial issues of this magnitude - what questions should I ask to make sure I select a good advisor, and what should I expect in terms of fees? Bonus question: what are reliable online resources to get myself up to speed on HARP and the latest Federal/State programs available for homeowners?
