What is the name of this blasted book?

What is the name of this SciFi book?

After 6 months of reading depressing SciFi trying to find a book from my foggy past, I give up. Do anyone recognize this apocalyptic book from a minimal clue?

It's fairly long book, and I believe is set in the USA sometime after a major climate change. There are huge winds that have stripped all the topsoil, and what population survives goes underground and into concrete bunkers. The winds are strong enough to take the concrete apart as well.

Can I remember any more than that?

Well, the book was in my local library and was a red covered hardback, so it must have been fairly mainstream.

I think I read this sometime in the late 70s or early 80s.

If anybody can figure it out, it has to be a MeFite.
