Flash Banner

How do I make a banner that expands over text in Flash?

I got the Ad Kit from Macromedia's site, but I'm not sure that this is going to work without having DoubleClick DART. I need a tutorial or a .fla file that I can work from. Or just advice on what to do. Thanks!
