Would the president's Pay As You Earn initiative affect student loans that have already been consolidated? Where can I find out more?

The program currently consists of a press release - and according to that release nothing will change until 2014. If it's anything like the public service loan forgiveness program, you'll start seeing concrete information on the Department of Education loan website in about two years.

(The IBR program includes consolidated loans - I'd guess they'll include them in this program, since it's basically some tweaking of the existing IBR program, but who knows.)

Might not. NIH loan forgiveness program doesn't work with anyone who consolidated, so not all do.

Here is the full White House Fact Sheet about the initiative, which is all the information that's available.
