Adobe Premiere Elements 9 Question

Does anybody know what this is? I'm referring the grey bar above Title 4. It suddenly appeared in our timeline ruler and we can't figure out what it does and how to get rid of it. I've searched through Adobe help and google but nothing seems to refer to it. I only see info about the timeline ruler in general.
I have no experience with Premiere Elements, but I just came across a very similar thing in the Kindle app on my Android phone - a grey box with arrows at either end and straight lines in the middle.
In my case, it's a scroll bar shortcut - it indicates how far down the page I am, and I can use it to scroll down the page faster.
Perhaps that provides some clue as to purpose of the 'grey bar' in Premiere Elements.
