Artist photographer who does pieces about population, resources, consumption?

Who is the artist/photographer whose work deals with issues of resources, population, human consumption, etc.? For example, I remember a giant photo/collage that looks like lots of colored boxes from far off, and then up close it is revealed to be made up of freight containers that represent the amount of some type of goods used by the US in a certain period of time, or something like that.
