Where to donate a cool bicycle fixer-upper in NYC?

My wife wants to know if there are any groups in the New York City area that involve school-age children and bicycle mechanics. The point of the question is we have an old Dyno Mooneyes cruiser bike in great shape with a broken rear fender -- it would actually have to be welded to be reconnected. We'd like to donate it, and she thinks some kids might get a kick out of fixing it up, especially if they're into low-rider or other fancy-pants souped-up types of bike. (It's heavy, so she's not into the idea of shipping it anywhere. We're in Westchester.) Thoughts? Suggestions? Recommendations?

Recycle-A-Bicycle has youth programs.

Time's Up! has a whole kids program. They're an amazing, amazing group, and you can be sure that bike will be put to good use and going to somebody who needs it.

As a further point of information, I just added those two places listed above into this new map earlier today, and one of their websites (I forget which) noted that they do, in fact, have a welder. (Our place here in Davis, California does not have a welder.)

The person who sent me the links doesn't know of any others in the area, and there isn't anything else in NYC listed on the community bike collectives wiki list.
