How can I get a question answered without schlepping down to city hall?

Can I get questions about Toronto's fire code (pertaining to residential renovations) answered without driving down to city hall? I would ideally like this info for free, of course.

I want to get more light into the foyer of my house. The wall in question is brick about a foot from the lot line and 3 feet from the neighbour's brick wall.

I know that I can't install a regular window but was wondering if I could install some kind of fire rated glass brick (about a foot wide and 5 feet tall)

This sounds like it's something that should be in your local building codes. Call the city and ask for the engineering department.

Click on Property Standards (almost to the bottom) and it will open a .pdf page, which may very well have useful info.
