According to Representative Mike Pence, Planned Parenthood is the largest recipient of federal funding under Title X. Who's the second largest?

How far down the ordered list by dollar amount would you have to go to find a large scale family planning organization that doesn't also provide abortions, which Pence says is the goal of his amendment?

Best answer: Here's the list (1.6MB pdf), but it doesn't give dollar amounts. It looks like the vast majority of non-PP grantees are departments of health at the state, county or sub-state-regional level. So depending on your definition of "large scale," there probably are none.

Are there any such large-scale national organizations other than PP? I can't think of any that have anything close to the reach of PP. Which, of course, is the whole point of Pence's amendment. He knows eliminating Title-X funding for PP would hurt PP, forcing many clinics to either close, or cut services and staff.

Fwiw, none of PP's title-X funding goes to provide abortions. None. Not a dime. There's a law already on the books that prohibits the use of Federal funds for abortion. Pence, of course, knows this. Again, his plan is simply to cripple PP outright.

I am embarrassed to say I live in Pence's district.

Note that Title X grants are given to government health agencies in each state, not Planned Parenthood. Then each state agency decides which organizations in each state are best qualified to use the funds. In some states those are primarily local Planned Parenthood clinics but in other states not.

No funds are given directly to Planned Parenthood by the federal government. That is decided by the states. Each Planned Parenthood clinic in a state must compete for funding with other organizations in that state. No funds are given directly to the national Planned Parenthood organization so the idea of lumping them together is fallacious.

It is ironic that conservatives who are forever barking about states rights want to interfere in how states choose to spend their Title X money.

Response by poster: JackFlash -- the link that Etrigan gave says that in some states, Planned Parenthood is the grantee. Not just the delegate or clinics that get the final money.
