mailing to Palestine....

How do I address an envelope for something going in the mail to Ramala, Palestine? Asking this for a friend...
Isn't it spelled Ramallah?

You don't list your country, but the US Postal Service requires the country name, in English, to be listed on the last line by itself. Also, they don't list Palestine in their International Mail Manual, so it might be necessary to say Israel. I'd just go into my local post office and ask them, especially because the postal rate to Israel is different, and I wouldn't want to overpay or guess wrong.

Frank's Compulsive Guide says to use "PALESTINIAN TERRITORY" as the country name.

Yep. Careful with the use of 'Palestine', as it's a political statement just to call it that.

Frank's Compulsive Guide to Postal Addresses suggests PALESTINIAN TERRITORY and also using WEST BANK or GAZA. (Remember, normalized addresses on U.S. mail are all capitals). So it would be:
NAME
ADDRESS
RAMALLAH
WEST BANK
PALESTINIAN TERRITORY
The fact that it isn't in the IMM is troubling, but Frank is quite familiar with the IMM, and he has never steered me wrong before...
