What resources are available to an aspiring teen entrepreneur in British Columbia?

I'm looking for resources to help a teenager (under 18, so not eligible for Canada Youth Business Foundation loans) start his own business. I know Ontario has the Summer Company program - is there a similar opportunity in British Columbia? Funding, mentorship, or any other kind of assistance would be very helpful.
