Website for freelance artists?

Does an artist equivalent of elance.com, guru.com, and rentacoder.com exist?

I have a tattoo that I want to get and I'm willing to pay for it to be drawn beforehand (so I don't have to rely so much on the tattoo artist and so I can pine over it even more).

I was hoping to find a site like elance.com where people could submit their art (watermarked, incomplete, low res, whatever) and whoever has the best I commission to do the whole thing in high resolution.

Does a site like this exist?

Best answer: elance itself actually has a lot of artists on it, with several artistic categories of projects.
