What TV show or movie is this quote from?

I am racking my brain over this one. Both Google and IMDB are failing me. In what movie or TV show does a character say the following quote (might not be the exact words): "Can you speak a little louder, only this time into my LAPEL?" See, the character is wearing a wire, and he's not very bright. Help me figure this one out!

Any other clues, e.g. is it an older show? Black and white? It sounds like something Maxwell Smart would say.

Response by poster: Probably circa 1989 or 1990, definitely not black and white. For some reason I'm thinking the person speaking the line is Steve Martin, or maybe Rick Moranis...but I'm not certain.

Yeah it sounds like the Simpsons episode when he gets hired by the IRS/FBI to investigate people, and winds up having to act as a reporter for Star Snoop "interviewing" Mr. Burns about the trillion dollar bill.

There's an episode of Mr Show where Bob and David are making a drug deal, and Bob is actually undercover. There is the "speak louder into the wire" gag, as well as Bob putting on a sombrero that takes a picture when he collapses the top of the hat.

Why do I remember this?

Bob: [off camera whispering from the bathroom] I can't get him to do it!
Detective: Well you're going to
[muffled]
David: Jim? Hey man, who are you talking to in there?
Bob: Just relax Kevin, I'm just having a chatty pee in here.

Oh chatty pee how you make me giggle.

There was a similar scene on Saturday night during the whole Bill Clinton/Monica Lewinsky scandal. John Goodman was playing Linda Tripp, Monica's "friend," who was trying to get Monica to talking into a lapel flower and incrimintate herself. Here is a link to a transcript.

I Love Lucy had a scene like that, only she didn't come right out and say "speak into my lapel," but she did continuously dash back and forth shoving her breast pocket into people's faces as they spoke.

I vaguely recall this quote, but couldn't tell you from whence it comes. However, I'm certain the Simpson's bit is referencing that quote from a different, classic comedy source, whatever it is.
