Lesson creation software

I'm looking for software or a website that let's you easily create interactive lessons.
Specifically I'd like to create interactive lessons for kids with special needs. Has anyone come across software that let's you easily create matching exercises, quizzes, games, etc. that you can personalize with words and images?

Articulate make this very easy. Not cheap though and you still need to find a way of publishing it.

Check out hotpotatoes. Free and less overhead than running your own Moodle server.

Seconding Moodle.
Easily personalised, and there are plenty of resources available to teach you how to use it to create quizzes etc.
