Photographic memory?

I've been trying to find the source of this photo, off and on, for months. Reverse image search through tineye.com gives no results. Anyone recognize it? If so, what's the story behind it?
It appears to be a still from a movie or TV show, and the cops appear to be CHP. From the looks of the tail fin on the car, the time period is about 1960.
Could it be from the TV series "Highway Patrol" with Broderick Crawford?

It's not Tommy Lee Jones or Rod Steiger. Looks like it was shot in-between takes. Judging from the ringer-T, it was shot in mid- to late-60s (or just set in that period). Still looking...
