Photographic memory?

I've been trying to find the source of this photo, off and on, for months. Reverse image search through tineye.com gives no results. Anyone recognize it? If so, what's the story behind it?

It appears to be a still from a movie or TV show, and the cops appear to be CHP. From the looks of the tail fin on the car, the time period is about 1960.

Could it be from the TV series "Highway Patrol" with Broderick Crawford?

I don't have anything to offer other than to say that the rifle looks like a toy.

It's not Tommy Lee Jones or Rod Steiger. Looks like it was shot in-between takes. Judging from the ringer-T, it was shot in mid- to late-60s (or just set in that period). Still looking...

Response by poster: Late late update, but I found the source!

Life Magazine photo, 1968. Text: "A hippie with a toy gun is mock-menacing a state humane officer, who was present at the anti-election demonstration to make sure that the pig was not being mistreated."
