Help my friend find political essay contests?

I'm looking for politically themed essay contests with a cash prize for a lecturer in the Political Sciences I know who has just been laid off.

He's a great teacher and an awesome guy, and his UC school wants to keep him, but he is pretty young and new, and they're cutting his position. He's already got a part time job and is actively job hunting, but I thought I'd see if I could help him some funding to apply for. He is a political science wonk and a great writer, so I'm looking for fellowships/scholarships/prizes for graduate students/young faculty/people that might involve a writing component.

he should be submitting to conferences, which he will know about since he probably already reads all of those political science journals. Maybe you could give him lots of awesome hugs and candy!
