Accessing XP Pro's system restore utility if I can't get Windows to boot in any way?

Is there a way for me to access XP Pro's system restore utility if I can't get Windows to boot in any way? I have access to two computers in one room so making a boot disk of some sort is easily done, but I can't find any method from Google other than those which require a Safe Mode boot, which I can't pull off. More details can be provided if the answer isn't a simple "no."

I may be off track here, but I thought if you inserted the XP install disk and boot off that, when it loads it will give you the option to install a new system or repair old system. Have you tried that?

Here is a detailed guide. If you have a SP1 and/or SP2 installed, you may want to create a slipstream installation CD first.

I was thinking the repair install might be my only option, but I don't have a Windows XP cd and was hoping I could make do without needing to track one down...oh well. Thanks, Jimbob and Deepspace.

barts boot disk might have something you can use.
