Help me find a long lost app!

Help me find a windows application that monitors processes CPU usage and adjusts their priority accordingly.

I used to have a utility installed that would sit in the tray and monitor all of the running processes' CPU usage. If a process' CPU usage spiked, it would automatically adjust that process' priorty down. I have since reformatted my PC and I lost the installer for this utility. For the life of me I cannot find it! ISTR that it was called ProcessMinder or ProcessMaster or something like that but I cannot find it! I do remember that the tray icon was a little black scale, like the scales of justice. Has anyone else used this program? TIA!
