What is the name of this old playstation game?

I'm trying to find this old playstation 1 game... it was an action shooter game which used a third person overhead camera (well slightly angled, i forget the name of this angle). There were two guys, one in a red suit and another in a blue suit. The distinctive feature of this game was the cutscenes used live action video which for its time was very cool. only thing is i can't remember for the life of me the title. if anyone here knows the game, i'd forever be in your debt!
is it co-op? vs? are the blue and red dudes fighting other guys? are they fighting each other? are they robots? soldiers? giant bugs? what kind of weapons are in the game? does it happen in a cave? on a space ship? on a weird grid with neon lights? is there speech? voice-overs? does it seem overly japanese? low budget? mainstream?

not quite... I'm remembering some more features...
it was a relatively simple shooting game. When you contact HQ during certain points of the game, a box would overlay on the screen with live action actors telling you what to do for the next objective. I've only played this game once, and this is before we owned a playstation, but I could never find the game!
Nadal: I don't remember, it was definitely futuristic and mostly indoor combat from what I remember. It's one of those things I'll recognize as soon as I see it.
Def not GTA or MGS (i'm a HUGE MGS fan actually) but the camera WAS like GTA2. The diehard intro got me excited but that thats not it either... the game looks more like a super sophisticated SNES game really, much in the way GTA2 did.

Is it Crusader: No Remorse? I had that game for the PC and took great sick pleasure in torching the bad guys with barrels.

we're getting closer with crusader... that is the style of game and the camera angle it used... but the distingusihing feature was there was live action cutscenes, and during the stage it would play a live-action video on an overlay box that gave you mission objectives.... but we are definitely getting warmer!

hehe, my dad and I were playing syphon filter today actually... when we saw the PS3 could download old PS1 games, we had to revisit one of our favs =)
however, I should clarify, by live action, I mean there were human actors who performed scripted scenes. Computer Generated (CG) cutscences may have been in this mystery game, but it that wasn't the main draw.

Crusader has live action cutscenes, as seen here (live action starts at about the 2 minute mark).
And FYI, the overhead camera angle is called isometric. I initially couldn't remember what Crusader was called, so I searched for "isometric shooting game live action" to find the name. :-)

Another thing to note - Crusader: No Remorse (and C: No Regret) were both originally PC games, which can be tracked down with a bit of detective work. There are some technical hurdles to get them to run properly in a modern OS, but there are forums full of people with solutions.
